Good Afternoon,

I am play 1.53 (Rome, standard, etc)... I have 2 cities, Rome =7 people and antium=1 person. I have a negative 1 happiness. 8 generated from the number of cities and 7.6 from the population.

This seems a little extreme doesn't it? I could understand if I had 15 cities.... but 2?

I personally love that I have to think about happiness even in the early game now. There are policy picks you can make to help things along early game, and once you get coliseums floating around with a couple happiness policies you strike a very delicate yet tenuous happiness balance.

is there a way to adjust (game mechanics) the number of pop or cities that cause unhappiness?

What difficulty level do you play on?

7 pop is rather high for that early in the game. I'd recommend enabling the "avoid growth" button in your capital's city screen at 5:c5citizen:, or start production on a settler. Either option would give you +2:c5happy:. Luxury resources also give +4:c5happy: apiece - it's important to hook those up asap if you want to expand early.

VEM has slightly higher happiness than vanilla right now:
+1:c5happy: per happiness building.
12:c5happy: per empire (was 9).
4:c5angry: per 4:c5citizen: in non-occupied cities (not altered from vanilla).
4:c5angry: per 3:c5citizen: in :c5occupied: cities (not altered from vanilla).
4:c5angry: per city (was 3).
3:c5angry: per :c5puppet: city (was 4).
4:c5angry: per :c5occupied: city (was 5).
If you'd like to lower the difficulty without reducing your difficulty level, you can find these settings in the file /vem/cities/VEC_General.xml.
