Harbormaster quest as Hannibal

I was given the quest to build 24 harbors and 13 caravels to complete the quest. As the Cartaginians, I cannot build harbors, but cothons (sp). I build the required 24 (actually built 25) and had 15 caravels built by the time the cothons were built. The quest completion message did not go off. I received a message several turns later, but before the industrial era, that I had failed. I assumed one of the other civs had completed the quest, but that is impossible due to their lack of coastal cities.

I wasn't sure if this was a bug or just bad luck on my part

This event should accept cothons as harbors - if it does not it would be a bug, do you have a save of that game?
