Harvesting Resources

Is there any definitive list of what resources are harvestable and when? I haven't been able to find any real documentation about this. At the moment, I've got ivory I'd like to harvest so that I can put down a district, but I can't seem to either place the district or harvest the resource.

i think you can only harvest bonus resources.

mouse over tooltip should indicate if it's a strategic, luxury or bonus resource. i think the strategic ones also have a colored background now.

EDIT: since you mentioned Ivory - that's a luxury resource, so it can't be harvested.

Seems pretty bizarre that it would block district formation though...
