Has "Religion" Spy mechanics Changed?

Just noticed in my game that Saladin and I both share the same religion yet I do not get the benefit for this as a reduction in my spy activities.

Has this changed in 3.19?

No. You only get spy discounts if the target city has your state religion but it is NOT the state religion of the empire it belongs to, and/or you control the holy city of said religion. Been like that in BtS since the first patch, IIRC.
