The only reference to 17 in BLDGs section is Hydro Plant city icon, and I see no problems. And I am pretty sure, I haven't encountered this error couple months earlier. Does anyone know what's wrong in this case?

It could be that a building has just 17 as it's pedia entry instead of BLDG_Whatever.
The Hydro Plant entry in pediaicons could be formatted incorrectly.
A building's small pediaicon could be pointing to \art\civilopedia\icons\17 (note no .pcx).
My guess would be the second one.

That was my first thought too, but didn't seem to be the case. Here's the entry:

Why would the game consider 17 to be entry start? It is literallly cut and paste from original pediaicons file.

The previous entry is probably misconfigured with the wrong number of lines (eg ERA with only 2 images), causing the game to read ahead into the next entry looking for the rest.
