Help loading mods

Okay, it is time to ask for help.

Ever since Civ V came out, I have pulled the game out every couple months, gotten frustrated with the interface for loading mods, and ended up shelving the game for another couple months -- which is ridiculous considering that Civ 1-4 account for half my computer gaming fun over the last 15 years.

So here's what I do. Why doesn't it work???
1) I see the choice between single player, multiplayer, mods, etc. and choose mods
2) I click agreement to mods being at my own risk.
3) I see a choice between Single Player and Browse Mods, and choose to Browse Mods
4) I see tabs for Online, Installed, and Download.
5) I choose online and pick a mod. This time I pick the Canada mod and click download, accepting the risk.
6) I go to the download tab. I see the Canada mod there, but I see nothing to click or do.
7) I go to the installed tab. The Canada mod is not there, but when I click "Install Mod" it appears.
8) I see no choice other than the "back" button so I click it.
9) I see a choice of Single Player or Browse Mods. I pick Single Player followed by Set Up Game
10) However, Canada does not appear as one of the civs to choose... and this is typical for me. Maybe once in ten tries, "set up game" does result in a mod showing up, but very rarely.

This is a Steam installation, if that makes any difference.

Anybody have the solution?

After you click install and can see the Canada Mod, you have to hit the arrow(?) symbol to the right of the mod... it should glow greenish. If it (or any other mod) is glowing green, it will be part of your game.
