I have checked the PediaIcons file. And everything is ok. I am not sure what is causing this problem.

check your pedia icons/civilopedia file... Make sure that there is, in fact, a #RACE_Tupi (and not, say, a #RCAE_Tupi or #RACE_Tpui) in those files... I've done it more than once in the FF mod.

I'm going to restart work on this. Hopefully I won't run into the same problems.

:(

I've gone through stuff like this too, although I can't say I know what the problem is.
I have a question for you: how many changes/additions do you make to the mod before you go and test it in game, usually?

Yeah, the best thing you can do is make few changes before each test and test often. It's time consuming, but that way when something goes wrong you have a better idea what the problem is.
I learned that the hard way.

It happens to the best of us. :)
I wish I could be of more help, though Plotinus and Hikaro mentioned the only things I could think the problem might be.

Make sure the Civilopedia.txt has correct entries and check that there are No Blank Spaces where they should not be.

Check Folder and File Names

PediaIcons.txt
#ICON_RACE_TUPI
art\civilopedia\icons\races\tupilarge.pcx
art\civilopedia\icons\races\tupismall.pcx

Civilopedia.txt:
#RACE_Tupi

Editor Civilopedia Entry:
RACE_Tupi

Always best to check as each new thing is added to the Game...we have all had problems trying to add too many things at once, trying to save time, then get an Error that is much more difficult to solve. Good Luck and Hope you will be able to correct the problem without having to take extreme measures.

I'm not saying this would work in this case, but here's something to try: make a copy of one of the conquest BIQs and try to amend it to force it to have the same error - for example, label one of the civs as (for example) #RACE_Tupi instead of RACE_Tupi and see what error message you get. It might at least eliminate a couple of possibilities?
