This is a game feature that severely confuses me: Either something is not working as intended, or there is some info that is not provided by the tooltips.
First off, I initially assumed that these were global parameters, i.e. I could cause polution in territory X, and plant forests in territory Y, and they would cancel each other, but apparently, that is not the case (right?).
I then thought the forest and the polluting district needed to be in the same territory, but that does not seem to be (the only) restriction either, because for instance in the examples shown below, I have both a Coking District (+10 pollution) and a planted forest in the district of San Lorenzo, yet I don't get them to cancel:
Meanwhile, in the neighboring territory, I DO get them to cancel:
So what gives? Do they need to be within a certain distance of each other? Does the forest need to be planted after the polluting district is build (I'm pretty sure that was the case, but I might be mistaken)? Do I just need to plant more forests to get the bonus?
