Help Mr. Dictator become cultured.

It is not a godd idea to self tech yourself a language because if you can't speak it right you will sound like a fool. I see no benefits gained in teaching yourself a language.
However, what if you dont have any access to native speakers to the target language as well as dont have any access to the language classes it'self.

For me, Self teaching with audio aids is a must for me.

You could learn Welsh or Gaelic I suppose. We get Welsh channel 4 here. It has subtitles in English though.

What happens if a UK citizen speaks with an American tourist? I dont seee the need that a British citizen should speak slowly and loudly when conversing with other Anglophones :p.
 
Oh, we understand Americans perfectly (we watch your movies here). It's just the Americans can't understand us (well no-one could understand what I was saying when I was in America). This is magnified if you are Geordie, Scottish or have any strong regional accent especially if you use regional slang.
 
Force of habit I guess. I like to confuse people with archaic language like "betwixt" for "inbetween" on occasion too. There are also several curse-words used constantly here that no Americans seem to understand.
