I'm come across an intresting situation in my current game.

I'm playing Willem of the Dutch in a Low Sea Level, Snaky Continents Archi map. It's 1775, and I'm on my way to Electricity and Medicine for Sid's, then after that, Rocketry. It may be too late, and maybe it's not too important for a financial civ like the Dutch, but I want to have a NE city cranking out GP for Golden Ages (My GP threshold is low, still about 800).

Anyway, I have two candidates. They are...

Dorestad was founded quite long ago, and it can build the National Epic in just 5 turns. However, the two things against it are 1) No Forests for the National Park Synergy and 2) No Fresh Water, reducing the yield of the farms. It's also my westernmost city, which would be kinda cool, like an elite club for really cool and great people in the 'Westernmost Reaches of the Empire'.

The newest addition to the Empire, with a cool name. Deventer has tons of forests, and deer (albeit tundra). I've already laid down some National Preserves, but the place is going to take quite a long time to operate. Fortunately I can rush buy, so that problem's not so serious. It's also at the heart of my empire, so it'll be safe from attack, contrary to Dorestad.

And I also have another problem.

I want to find a city here to claim resources for Sid's. Where to place the city? I plan to found it on the location that claims all three resources in one places, and then liberate it, (There's another well grown size 10 city on the same island), then demand those resources from my colony. Where should it be?

if it's so late, go with the 2nd city... though ne at electricity... 1st time I see it:p

do you have kremlin? if yes, that'd be another pro for the 2nd city(paying for all that you have to buy there - I assume you won't run caste at that time, will cost you... around 15k or so I think on marathon, including the buildings that give the specialist spots, so would be 5k on normal speed - that it's a... very vague aproximation however)

settle 1 city on the sugar south, and one in the north to catch the 2 fishing resources. I don't know if you should liberate; from what I know, you can ask only one resource tribute. However, even if so, you can trade for them. But remember that if you create a vassal, your diplo relations will be, in reality, your own diplo relations + vassals diplo relations. Which is kinda meh, because you can't control his diplo and might screw up some long time relations you made and 3 colonies at this time shouldn't be noticed on the bill anyway.
 
Dorestad can assign 6 specialists and still have a +2 surplus food/turn, but that's if you farm everything (assuming no fresh water access). Deventer will get 7 free specialists from National Park and maybe another 2 from surplus food used to assign specialists. Deventer gets more out of it, but Dorestad can have it up faster. I'm not sure either one is a bad choice, but if you decide to build in Deventer, I hope you can rush-buy to speed up construction of the wonders. Otherwise, the wait would be excruciating.
