Help - Observation balloon and how to use it

I've tried to build and use an observation balloon.
Civilopedia says it increases range of neighbor units.
I expected my artillery increases its range from 2 to 3.
I moved the balloon on the tile of artillery: no effect.
I moved it to a neighbor tile: no effect.
I waited a couple of turns: no effect.

So what? How to use it?

Link the artillery and balloon together. It's one of the actions you can perform when they are on the same tile.

I'm not sure, I only use the balloon once on a modern artillery (can't remember the exact name) ant it worked. If you have a save file we could check it.

Worked fine with my artillery without the need to link them. It worked both on the tile and adjacent.

Are you sure you're using an artillery? I'm not certain, but I think this only works on bombard and artillery units, but not on field cannons (which have an icon like artillery)...could it be that?
