Help urgently needed!!!!

Im totally new to the CIV game in general so bear with me hear. Ive got CIV 3 and i neede to know how to actually win!!!!

This may seem stupid but..... In my game am against one opponent and i have took over 4 of there 5 cities. However when take over thier final remeiang city a new one keeps reappearing! Its not a settler because its a Tiny sized map and ive loked to see if they have any around. Why is this happening? Also what other ways can i win appart from attempting to take over the opponents cities!
 
ah, I am familiar with that phenomonem (sp??) It must be that they have built a settler before you took over the city and then built a new city in that same turn. Happens a lot to me.

If you enabled them at the beggining, the other ways to win are:

cultural, diplomatic, space race, domination and histograph

No if you take over an empire in BC times or there is alot of open land remaining in the world, the civ will restart.
yeah it sounds unfair but thats what happens.
Once you're in middle ages most of the world is occupied and eliminated civs won't restart.
But even when they do restart they are very weak so they will never grow back to be a threat.
 
The civilopedia and the manual aren't there to just look pretty. :)

Diplomatic victory - achieved through being elected as UN Secretary-General once The UN wonder is built.

Military victory - Achieved through conquering the entire planet.

Domination victory - achieved through conquering 2/3 of the planet.

Cultural victory - achieved through an overwhelming cultural presence. See 'culture' for more details.

Space Race victory - Achieved through succesfully building a space craft, and having it succesfully arrive at Alpha Centauri. Only avalible when the relevant tech has been researched and The Apollo progam built.

As has been said, eliminating civs early will lead to re-spawning.

I wonder can this happen in modern times if there is a lot of unclaimed land. The reason I ask is that in a recent game it was just me and the egyptians at teh end. since I already had a large enough empire I decided to just raze every egyptian city I came across, which left lots of unclaimed land. Well after taking out all their cities, at the end of the turn suddenly instead of winning, a new city popped up in the gap between my troop lines and my territory. Now they could have gotten a settler there, but it just seemed to coinicidental. Not that it mattered, since I imeadiatly trashed that city with my modern armor and took the win.
