Help welcome for the Turkish UHV

Hello everybody, I have been looking at this forum for some time now, and as I am a bit stuck to complete the Turkey UHV, I decided to ask for some help... I hope some of you can enlight me.

Playing Turkey, I cannot achieve the second victory conditions, which is to conquer the Balkans, the Black sea, and Mesopotamia by 1700. I checked with the map at http://civ4.technologyresourcesgroup.com/, and I cannot find out what I am missing.
I attach the map as of 1703, with the seond objective failed... Could someone tell me what is wrong?

I may be wrong, but I think you need one more in Mesopotamia. I seem to remember conquering the city of Babylon, only to find out it didn't count.

You were actually right.
I founded another city in Mesopotamia, which makes 4 including Babylon... and I got the second history objective validated.

It did put my city planning in full disorder, however, as I have now a city which is growing quite fast in an area which I did not really intend to develop.

Now on to get 2 more vassals for the final UHV.
