Before I give my strategy, I think it's important to note that I was no stranger to worldbuilder during this playthrough. I only used it to build Ballista Elephants on the city I needed to defend from barbarians and getting a great artist when I should have gotten a great scientist. This can't be considered a true win, but I think that the basic strategy I had could be modified by getting more workers building roads, and/or more units in the cities that need to be defended. That and maybe whipping some theatres and jewelers before your monasteries
As it was in 1.17, knowing when to whip and when not to is critical to your success. The most important times to whip would generally be towards the beginning because you don't have much production then. The rough builld order should be theatres, then food infrastructures, then monasteries. Because of the earlier start date you have more time to build everything, but still make sure you keep an eye on it. You will probably need to whip Angkor Wat which will set back your population goal a bit, but you can always use the unique power to build food.
Research only techs you need, and use the culture slider to make progress towards the culture goal. Because of all the population growth and whipping, happiness will be an issue throughout the entire game. Make sure to build arenas and temples in your cities. Near the end when you have all necessary buildings in place, switch to monarchy for those last extra happiness points that will allow you to grow and win the game..
The relatively peaceful, but harshly ruled people of Khmer chafe under the boot of their kings. Their rule over the years have made magnificent cities, chief among them being Yasodharapura, largest city in the world by far andhome to more than 8 million people. However, they are crowded and dirty. They have made beautiful art and holy monasteries, but consecrated with the blood of unfortunate laborers. Lately there have been kings more concerned with the physical welfare of their populace rather than just the supposed spiritual welfare. Whether this is a sign of compassion growing within the kings' hearts or fear of their own people growing in the kings' minds is anyone's guess.
