Help with BUG regarding Barb Civs.

I keep seeing that Barb-MinorCiv conversion fluctuates totally unpredictably.
In some games, it's avalanching from 0 to 40 in no time - and in some, it takes forever and then some more for even 1 new civ to appear, despite there being 20 free slots already.
Can anyone actually comprehensibly explain to me, what do BUG options do to influence this (I mean, staff like "Eras" makes no sense to me)?
The same goes for "distances" and other "contact-related" BUG mysteries, lol.
I don't mean such obvious stuff like "allow -1 Barb-Civs", obviously.
I mean the way to influence (read: increase) the actual RATE of those conversions happening faster.
Any real help there, please?
 
Sorry... not understanding this as expressed. I'm not sure what BUG options influence the conversion to civs from barb cities though, if that's what you're asking. I haven't had any input into that end of the code to really know.

That's a "don't know" then. Oh, well, there are others out there who may actually know, lol.
I was referring to options like "Eras Behind" (in the area about Barb Civs options), which makes ZERO sense to me what it even TALKS about.
Option like "Type of Contact" is also vague enough, so I simply set it to "what seems to be minimal", though I'm also not sure it works like I think it does.

Additional question, by the way:
Where can I change the way Vassalization works continent-wise?
I find it DUMB that I can't Vassalize someone simply because they are on another continent, so I would like to know how to remove that entirely.
 
I play with no Vassalage and always have. It irritates me to no end when you're winning a war only to have said whiny biatch ensure that you're suddenly now at war with your largest ally and every time you near completion of a war, a new one must now begin as a result. It forces one to steamroll the map because you can't just win a battle and put down your blade for a while, no longer worried about making sure you must ever so slowly kick out the cultural influence of an unrecoverable foe. Therefore, I've never looked at the coding for vassalage since it's not a part of my play experience anymore. Honestly I don't even like vassalizing others. Why didn't I want to just take command of that territory instead?

The really FUN FACT?
This is how I take over the world now!
Literally.
The routine goes like this:
1. Grow big and strong culturally. NO WARS required whatsoever.
2. Vassalize someone ANYWHERE, even Israel taking Korea.
3. Wait a bit. Waaait a bit. WAAAIT a bit.
4. Korea suddenly... wants to join Israel via abdication!
5. Why, thank you, thank you. I really like having Seoul surrender to me FOR FREE and PEACEFULLY!
Now, do you see why I hate that (2) means I CAN'T do the same trick with Australians (as Israel, duh), UNLESS I plop a city near them first?
Not that I can't do that, but it just ANNOYS me that mere CONTACT isn't enough for this trick.
Subjective, yes, but, well...
