Help with District Artdefs

Hi All, I'm struggling to get my district ArtDefs work. There are many guidelines I read but I get lost. Basically, I have 2 districts
DISTRICT_LANG - to replace DISTRICT_NEIGHBORHOOD
DISTRICT_THANH_CO - to replace DISTRICT_THANH (in KublaiKhan_Vietnam)
I want DISTRICT_LANG to appear as DISTRICT_MBANZA and DISTRICT_THANH_CO to appear as DISTRICT_THANH. I copied both DISTRICT_MBANZA and DISTRICT_THANH Artdefs into my mod and generated the MyMod.Art.xml using automation tool.
In-game DISTRICT_LANG appears as a big red exclamation mark and DISTRICT_THANH_CO nothing appears (I attached screenshot)
May I know if I did wrongly or missed any steps? Thanks a lot.

I've dedicated my whole day off to trying to solve this problem. This thread: https://forums.civfanatics.com/threads/need-help-with-preserve-model.680525/ says the assets can't be used in asset editor but can still be referenced. Which SHOULD only be a problem if you wanted to do some editing of the actual art. However this thread :https://forums.civfanatics.com/thre...ddy-wont-recognize-requiredgameartids.669050/ says he cannot even reference frontier pass art. A reply says to use the ID listed in game.

I have tried using both the ID in the DEP file and the In game ID. The in game ID btw is the ID listed in the MODINFO file. So not really helpful and neither way worked. Absolutely nothing works, so far. I have messaged 2k about this maybe they will have a more definitive answer why we cannot even reference the art when we already own it. Edit: 2k gave the typical "wE cAn nOT prOVidE sUPpoRT fOr mOdDeD cOntENt" response.
