help with editing icons

Can anyone tell me where I can download a free program to edit tga files because I want to edit the religion icons in game. Any help is appreciated.

Click on the downloads, look for the Windows build. In fact, just click here.

As for how to use it, try just messing around with it. It works somewhat like paint. If you get stuck, read the help files or look online.
