Help with graphic problem

Yea so I had installed civilization V; and, UNLIKE the rest of you, the
graphics are too much for my computer. Now, since the only thing that
is wrong is that the computer is CONSTANTLY refreshing the graphics, I
can only assume that the problem is with the Video Card or the RAM.

But, since I moved Civilization V to another computer, there seems
to be no issue, now I have little idea why this is the case. The
only possibility is that the other computer is Window's 7, and my
current computer is a Windows XP Service Pack 3.

My question is, since I am running with the computer standard at the
minimum level, where would I be able to purchase the video software to
run it at the recomended? Preferably somewhere that will NOT drain me
of my finances in an amount over $100.

Forgive me for my ignorance but how would I go about doing that?
Updating my DirectX and Video Drivers that is. Since this is the
first time Graphics have made it difficult for me to operate
on a computer I have never had a reason to bother understanding
them.

As for system specifications:
Intell(R) Core.
2.13 GHz, 2 GB of RAM.
If I am missing anything I apologize.
 
Hit Ctrl+R, type in the windows dxdiag, hit enter, then a screen will come up with all your system settings. You don't need to understand them, just save the file (big button at the bottom right), and attach it here, we can give some advice.
