I'm interested in trying to make a mod involving giving a unit a strength bonus / penalty based on units in surrounding tiles. Can anyone help me out with this? I've explained what I want to do in more detail here:

Basically I need some help getting started with this. I have not modded anything this complicated in Civ before. I've mainly just done some simple xml stuff. I'm decent with coding so no worries there.
What I'm not sure about is can this be done in python only? Which files should I look in. This is similar to terrain defensive bonuses, so if I knew where that stuff was it would help.
