I started a new game. Here are the settings

Industrial start
no tech brokering
no barbs
monarch
Anyway, I have a problem that I have had before, but I do not know how to stop it.
The problem is that when I go to war, I destroy a lot of the enemy units. This leaves them weaker than I had intended and someone else becomes more powerful. This is bad for me because that person is someone I never thought it would happen to.
In my game Lincoln was powerful as was asoka, but not as powerful as russia. they were both to my north. Peria was to my west. Ocean everywhere else. Also, catherine was to northwest but did not share a border.
Here is what happened. Russia declared war on persia and me. I ended up with all of persias land and russia was weaker. About 35 turns later russia declared war on me and Lincoln. I did not want any of russias land because it was a little to far for me to hold. All I did was destroy three huge stacks of troops in Lincolns land. Now comes that part that is where my game changes and I am screwed.
Now lincoln is more powerful than anyone and is a threat to me.
How do I plan for this or how do I stop it?
