I have been playing ARA for several days now and am overall impressed with the quality of the game. However, I have an older machine and the game is chugging like crazy. I can barely hold 50 FPS and the game is on absolute lowest settings. I am hoping to get feedback on what the optimal gaming PC settings would be to play this game. Here are my current specs:

NVIDIA Ge Force GTX 1060 6BG

Intel Core i5-7600 CPU @ 3.50 Hz

15.93 GB RAM

Try limiting the fps to 30 in video options. You also need to disable vsync for it to work I think. It might make the game smoother for you since the GPU will not run on 99% then. Maybe I am just weird but for me 30fps is plenty. The game doesn't have animations that need more frames. I guess it also depends on your screen, some screens may look weird on low fps.

I appreciate the advice. I'm also thinking of getting a superior rig, as my current one is 7.5 years old.

If I lower the FPS to 30 do you think that could enable me to increase the graphical settings to medium and have better performance?

It could work. If you have the geforce performance overlay (alt + R) you can check if cpu or gpu is the problem. If gpu is the problem you could try to reduce shading quality and keep everything else at medium.

Shading Quality has a pretty big impact on performance. Try putting that setting to "Direct Shading Only". Works great for me when I do that - however there is a bug at the moment where the borders between Sea Tiles disappears while on that setting.

A big problem I'm having is that when I make graphical changes, the game doesn't save my changes when I restart the game. It always reverts back to its own default settings.

Your gpu is weak. If your on a budget and you want to play this game without a hitch this is the lowest point to start at. https://www.aliexpress.com/w/wholesale-radeon-rx-5700-xt.html i bought this card last xmas for a mere 186 euro to my door in ireland from china and it works as intended by amd so look for high sales and good comments on ali express should you decide to buy one. the 1060,s day has come and gone.
