I cheated and I installed the 3:17 version and then uninstall it and now when I try to install the 3:13 version appears to me this:

when I uninstall the patch I went to "add or remove programs" and clicked on civ iv bts and a image appeared saying the things I wanted to uninstall and I disable the other options without the patches

you cannot uninstall a patch with this game - you likely uninstalled the complete game - so you'll need to reinstall that before patching
