Hiawatha War Bug

Hello all,
This is my first post and I joined to share a share bug with you.
I have been playing multiplayer with a friend and 6 AI civs. Darius and Hiawatha are currently attacking my empire, England. It is the early 1900's. Darius will not let me negotiate peace, but Hiawatha lets me open the trade window, greeting me with some form of "Let's end this war." However, he does not accept a peace treaty exchange and he also states there is no way of making the deal work - not with ANYTHING!
Is this a glitch?

Did you offer him most of your cities? If the "accept" button comes up, then try offering him less. If this allows the war to end then it may still be a bug, but most bug issues are dealt with in the bug thread, and I do not even open that thread. There are, depending on what setting, and what AI, AI that will only take cities to end a war.
