What exactly are Units with High Explosives?
Some buildings refer to them but I can not find the definition of them.

What exactly are Units with High Explosives?
Some buildings refer to them but I can not find the definition of them.

So 'technically' this refers to units that can ignore building based defense modifiers when attacking cities. Definitely not going to stay a thing for too much longer, though I may introduce a more granular sort of solution that takes the concept into consideration in a not so all or nothing fashion.
