The year is 600ad. Over the last 120 years the worlds governments have collapsed. With the barbarians settling down, they are starting to rebuild the great empires of the past. The barbarians have chosen you to lead them. Will you send them to greatness or see your people burn? Only time will tell. The initials turns will represent 100 years but as the game goes on, the turns will represent shorter time. Post 8 land claims if you want to create a new empire. Please note, countries starting in the brown territories will receive a stronger starting economy then those starting outside it, but it is possible to become just as strong as these countries.
Please note, you are encouraged to write stories about how your civilization is progressing. You are to keep these stories realistic. No power gaming is allowed.
Also try to keep it on topic. If you want to post something that is off topic write something on first. If most of your post is on topic I probably won’t care if the last line isn’t. But remember, go off topic to frequently and you will be punished.
Breaking any rule will result in a strict punishment, either lower stability or not having your orders submitted for the turn. I will send you a warning the first two or three times. Each time you will be required to edit the post that violated the rule and/or explain why you did it. You may also be reported to the cfc mods if you do it to frequently

The Map

Territories

The world is split up into hundreds of territories. When you make land claims, please name each territory after a major city, province or country in the territory. From that point on the territory will be none after that name. This is so when we refer to the territory from that point on, we can easily identify it. I was considering numbering every territory on the map, but that would take to much name. If anybody needs a time consuming job, feel free to edit the map doing so. Size doesn’t make a difference. What matters is the 2 numbers that dictate the value of the territory. Eg. Territory A is valued at 3-4. If a territory if captured, the first two numbers will decrease by 1. The third and fourth will decrease depending on a coin flip.
These numbers are:
1. Population: This decide the population value of the city. Population 0 represents 0-10,000 people. Population 1 represents 10-50000, 2 represents 50-100, 3 100-150. Etc. Each population requires the food and infrastructure in the territory required to have it.
2. Infrastructure: This decides the max population of the territory as well as its economic value and the defence of the city.

Tax Rate

High taxes: doubles income from population. Stability will decrease by .1 for every citizen you have per turn.
Low taxes: Stability will increase by .1 for every 3 citizens you have per turn.
As the game goes on, more take rates will be optional. Also as economies become more exact, whether you are communist or capitalist will make a difference. The gms will try to make being communist or capitalist as balanced and realistic as possible.

Economy

The economic value of your empire, most aspects of the game require a good economy. You gain money from taxes and trade.
Taxes: Each population yields .5 gold from taxes. Its not a lot, and the money doesn’t go far.
Trade: Trading with another country gives .2gold (rounded down) for every trade route.
Base income: 3 gold per turn.
Expenses:
Infrastructure: .2 gold per infrastructure point (always rounded up)
Soldiers: 1 gold per army
Diplomacy: 10 gold to create an alliance or start a trade agreement with a neighbour. Add .1 gold (rounded up) for every land territory separating you (to the nearest point of course). These numbers will go down as the game progresses.
Research: 5 gold per research attempt. Roll a dice, 6 you get it, 5 or less your research achieved nothing. However if you are trading with someone who has the tech 5 or 6 you get it. With 5 traders 4-6 and with 10 traders 3-6.
Infrastructure upgrades: 1 gold to upgrade infrastructure.
Territorial claims: 2 gold to claim a territory that borders your nation. 3 gold to claim a territory that doesn't. In any case you have to be connected to the plot. This means it either has to be coastal, and you have a coastal territory or connects to your empire. This should be obvious but you can’t claim territories on a different continent until later in the game. A certain tech will enable this.
Please note: The numbers above are not finalized, if the gms feel they need to change them for balance or realism purposes, we will.

Technology

3 tech types, please note, this is what they can do, they won’t change it every time and normally if they change, the change will be minimal:
1. Military: Improves the strength of your military
2. Discovery: Improves ships, and decreases cost of trade
3. Civic: Increases income and stability. Also allows for different government types. eg Communism will be discovered after a certain level.

Stability
Spoiler :
Everything affects stability. The lower your stability the higher the odds of a rebellion happening.
For every infrastructure point you get +1stability
For every soldier +.1stability
For every population -.1stability
For every resource you have available +1stability
For every person you are at war with -10stability
For every trade route +.1stability (not valid if the trade route is blocked)
For being at war -5stability per turn
For every territory claim last turn -1stability
For every territory claim 2 turns ago -.5stability
Your country is bankrupt -10stability (per turn per gold you are in debt)
Stability has not been perfected and I cannot guarantee that the current rates will be sufficient. If the gms agree that the numbers need to be changed, they will be changed.

Declaration of War

You may not declare war for no reason. Regardless of the reason, it requires gold and stability will be hit. Reasons are:
1. Border dispute (1 gold, -15 stability)
2. They are blockading your trade routes (2 gold, -11 stability)
3. Different religion (10 gold, -11 stability)
As the game progresses more reasons will be added. If there are multiple reasons then the reason with the lowest gold will be the cost, and the reason with the lowest stability will be effect. Example a border dispute and a different religion would result in 1 gold and -11 stability. Regardless of the reason after the first turn of the war, every additional turn will cost -10 stability.

War
Spoiler :
Battles will be simulated by using an rts, which is based in the time period. As wars rarely last 50 years, each war will take place on a date where all members of the war and at least one gm are present. The battles will then take place, and while they are being simulated, peace will be negotiated. The number of troops you have in your military will depend on the number of armies you want to use in the battle. We will also look for other ways to conduct warfare, if you have any suggestions please feel free to post.

Defeat

If at any time your empire is destroyed, you can simply restart as a new empire in a new location. The only exception is if your empire was destroyed because you broke the rules, if that is the case, you will be banned from the thread. If you refuse to leave and start spamming the thread we will get the CFC mods to ban you. New empires will receive stability and economic bonuses to give them a chance against the big guns that have been playing for longer. This is so we don’t discourage new members.

Government type- Constitutional Monarchy (The Pope is God's human voice, but it is ultimately a Christian theocracy. However, the Pope keeps the people's considerations in mind, and a Council of Non-elected Bishops make up Parliament.

Capital- Rome if DarthCaesar doesn't have it. If he does, something in North Italy for now, though I'd like to dispute the claim of Rome.

If you are East Rome, wouldn't starting in Turkey be better? I'm willing to pay for Rome if you will sell it.

Did I say East Rome. Well I got my directions messed up :lol: But how can I be the New Roman Empire without Rome?

So I get Rome and everything north of it right? And you get everything south of it and directly to the East and West of it.

I'll buy Sicily for you once I get all of my Italian land.

If the prospective players aren't aware that the Roman Empire was in a state of complete and utter anarchy and decay by 600 AD, then I can't say I hold out much hope for this.

In fact, the idea of a "Second Roman Empire", rising from the ashes is absurd for so many reasons. Byzantium was never able to fully reclaim the Empire, and there are reasons for that. And no, the Holy Roman Empire was not a "Second Roman Empire". It was a state blessed by the Papacy as the embodiment of Christendom and as carrying on the Christian legacy of Rome. In fact, France was a part of the Holy Roman Empire at this time, and even by that token, a confederation of fiefs within a confederation of kingdoms ruled by an official whose rule was only maintained in the face of its enemies by the mandate of the Pope.

Also, Forty-Two, you'd be Britanny or Normandy evidenced on what your location seems to be.
 
The Two Islands west of Italy, (Corsica and ???) and the small island south of Sicily.
 
@Dathceaser: By conceding all territories north of Rome, you get 3 extra claims, where do you want them?

Well, my nation is not based off of real life.

Of course, I claim Rome and as many territories as I can to the North of it.
