    I think maybe you could holidays. Maybe every couple of turns you would have a holiday where all gold increase and production would stop for the turn but culture outpout would increase and it would increase a certain amount every time it's celebrated.

    A 120 year long holiday? (40 years/turn * 3 turns) ;)

    Holidays sure would get annoying when you're in the midst of a war.

    I wouldn't mind having Christmas for a 120 years :D ;)

    No I mean the holiday would be 1 turn long and would happen at least every 10 turns.

    Holidays occur over about twenty-four hours every year. Each turn in cIV lasts at least a year. Therefore, the holidays are too minor be be included in the broad scope of Civ. If you want to have a massive "year of celebration" throughout your empire, just crank up the Culture Slider.

    You could have festiivals like in pharaoh. they would cost a small ammount of gold and reduce production but increase happiness
