Honor Finisher wrong

I'm pretty sure the Honor finisher either isn't working or isn't working fully. Might want to take a look at it.
 
Could you be more specific? What isn't it doing? Culture or happiness?

I do see that it doesn't add the same amount of culture to both garrisons and barracks as it should (2 to garrison, 4 to barracks) in the xml.

There's a ton of those kinds of errors relating to culture changes where yields are or are not changed.

Ah, that's the "bug" then. Maybe the tooltip is the mistake and the behavior is the intent.
 
The tooltip probably hasn't been updated but I'm not sure the current design is intended either. Culture was scaled back all over the place and it isn't always clear why it was or wasn't. Probably just there are so many different places to look for it if changing it. This might be a good place to list such questions

1) national epic is 10 still
2) barracks is 4 still in honor finisher
3) landmark/holy sites unchanged (I would back down HS anyway)
4) artist specialist is 4 still
5) fascism capture unchanged
6) cathedral unchanged

Personally I think it would be best to leave culture mostly where it was and balance it in other ways (improve late game trees, use the higher multipliers on towers). Reducing some of the sources nerfed early culture buildings and policies versus beliefs, specialists/GIs, and opportunities. I think its fine to pay for culture infrastructure as it presents a victory condition.
