Not sure if this is a bug or just an oversight, but if you have a window open (ie, Civilopedia, tech tree, etc), pressing a hotkey will cause a unit to perform that action. For example, I had a Civilopedia open and hit the space bar, and it ended that unit's turn. I then selected a worker, opened the tech tree, and hit "I" and it began to build a farm.
Seems like the hotkeys shouldn't work when a window is up, to avoid accidentally sending a command to a unit.
