How are Political Points calculated?

    I'm having a hard time figuring out how the political points (PP) are calculated. I know there are several factors (I might not be right about all of them - didnt play Col1 and Col2 isnt easy to understand):
    +5 basic
    +1 per bell
    Printing Press/Newspaper
    bonuses from certain Founding Fathers
    You can build PP

    Now in all of my games I sometimes get huge amounts of PP and have absolutely no idea why. For instance in my brother's last game he got 230(!) PP per turn when he should have gained only about 50. He didnt build PP anywhere, so how on earth can he get that many PP!?

    The Civilopedia and manual are beyond awful. Utterly chaotic. :(

    according to strategy-subforums 1 Bell = 5 PP. While building PP 1 Hammer = 3 PP.
    There you got your source of the many points. ;)
