How can a unit generate no ZOC?

Am I right in suspecting that any unit with an Attack factor above zero generates a ZOC? And, thus, a unit with an Attack of zero does not? Or is it determined by the unit's Role? And does the unit's Defend factor figure in at all?

All units except naval units generate zones of control, AFAIK. But you may negate the effect of ZOC's by giving the 'ignore' ZOC's flag to one or more units.

000000000000010 = Ignore zones of control

If you give this flag to all units, you will negate all ZOC's.
