I have been trying to build the Internet but it keeps on getting destroyed by enemy infiltrators. I have built all the spy buildings in that city and planted a spy in there. The spy survives everytime and it has been destroyed 3 times now.

What other steps can be taken to avoid this?

ps I don't use espionage during my games and most everyone has triple my espionage points.

You've given your own answer in the postscript. Incorporate espionage into your game. Generate more espionage points against your rivals. More EP on your part not only means destroying your production will cost more for your rivals, but means you can spend some on counterespionage missions, which double (I think) the targeted rival's mission costs against you for a period of 10 turns or so.

Darn, I was hoping I was overlooking something. I guess I'll just have to try to incorporate more of it into my game. I'm just so overwhelmed by all the other factors I usually just ignore it. But this game I'm getting unusually hammered by spies. I seem to get a building destroyed in some city every other turn it seems. I do have 6 AI's surrounding me though.

    Thanks

Or, if you're still learning, you can always go to the advanced options before you start and select "No Espionage."

The good news is that you can incorporate espionage into your game fairly easily, since a large part of it is passive. Until you research constitution, courthouses (and possibly the spies they enable) should provide the bulk of your EP, and you were building courthouses anyway, I hope. Maybe you just need to prioritize jails a little bit more once they come online. Maybe you should just divert a scientist or two to spy specialists early on. Once you get communism and democracy, build some intelligence agencies and security bureaus quicker than you normally would. Every once in a while, you might want to bump the espionage slider up for a turn or two, like you would to collect cash. It can really be a matter of just a few small changes in your gameplay, especially if you get on top of it early on.

If you can survive with the EP slider at 0% until you get Constitution, then it can be worthwhile bumping the slider up to 10% once you have jails built in many of your main commerce cities, and then bumping it to 20% (or possibly even 30% if you plan to make espionage a big part of your game) when you get the other EP 50% building (I think it's the Security Bureau).

Also, this can vary from game to game but it's usually better to put more EP weight on the civs that are nearest you, or the civs that are most threatening to you. There's no point investing much EP in a vassal of some other AI on another continent half a world away.

It can also be worthwhile focusing on the AI tech leader, as seeing what they are researching can be a big help when you are unsure whether you will beat them to techs etc. If he's going for Liberalism and will have it in 10 turns, and you can only do it in 13, it's worth dropping the Liberalism race and heading for another tech advantage.

Normally I research espionage at 0% but build all the buildings asap. but I'm on a new level lately (prince) and I'm just too far behind in techs and don't have the resources to build espionage as quickly as I like. Usually because I can't expand quick enough and end up in war too long, or as in my current game, I take too long to declare war and vassalages occur and I can't declare war without enraging too many AIs.

again, thanks for all the help

ps. someone else built the Internet about 10 turns later on me. Then I got too far behind on space race and lost by about 20-30 turns. The time I wasted trying to building the Internet - lol.

You could once you have the tech for Internet, put all your slider points to espionage, allocat your points to the nearest civs or biggest threats.

it seems one of the neighbors garnered critical mass of EP against you. critical mass means that the ratio is so much in their favor that the EP spent to missions are instantly gained back with the EP they invest every turn against you. By this they can contantly run missions on you and do not fall behind in EP points. You better identify this AI and aim your EPs against him/her. by ignoring your other rivals for some time you can close the gap quicker which will give you some breathing ground. your only chance is to disrupt the ratio and make their missions more expensive.

Keep a Spy in your cities for Counterespionage.

After building the Intelligence Agency in a city, move its Spy to the border, or better yet, use it for counterespionage missions.

Not the Intelligence agency - it's the Security Bureau that gives the same defence against enemy spies that a resident spy does (and alas ! that is often not enough).
