How can I give other civs air units?

I'm trying to be the arsenal of democracy here but unless I'm missing something you can't rebase to friendly cities in BNW (why the hell did they make that change anyways). So, this leaves me also unable to gift air units to other civs?

Extremely frustrating, helping out someone in a war when they are being dominated in the skies is like throwing units away.

Someone please tell me you can still rebase in friendly cities and I'm just screwing it up somehow

Only if they're in the territory of another civ.

There is, but it is only available when your unit is inside of a friendly civ's territory.

In reply to topic creator, as far as I know there is no way to gift air units to other civs. However, I want to say I remember reading a long time ago about some method to gift air units (specifically, nukes) to city states but I could be making that up.

I have not tried this, dont know if it works.
maybe YOU can try it and let us know if it works:

Build an air craft carrier,
load it with aircraft.
Sail into the AI friendly territory.

Gift.....Profit?

a much much better idea would be to gift them AA guns / Mobile SAMs.

if they are being wooped by stealth bombers, then... good luck

Interesting idea! Sadly Im completely landlocked lol.

I should be getting AA gun tech soon so yeah that will help. Problem is they clutter up the ground and there's no room for them a lot of the time, which is why air units are so awesome.
