How can I increase the number of allowable civs

What if I want to have all 18 civilizations active on the largest map. How can I make this possible. Is it possible.

I have very little experience in any kind of computer code. I was hoping that if it was possible, it would be something I would be able to do.

similar to modding the size of the map, the same file contains how many civs are allowed for normal maximum -- simply mod that file

Dir: C:\Program Files\Firaxis Games\Sid Meier's Civilization 4\Assets\XML\GameInfo

File: Civ4WorldInfo.xml

Find the Huge map size (bottom) and change

<iDefaultPlayers>11</iDefaultPlayers>

to

<iDefaultPlayers>18</iDefaultPlayers>

save, and exit.

BACK UP THE FILE FIRST!!!!
(Always ALWAYS make backups so you can undo your changes)

Or you an simply select Custom Game and manuall change the civs from CLOSED to AI.
