I have the most recent version of BTS, yet I can't start as America. I didn't download RFC since it came with the game. How can I start, or is it even possible to start, as America?
How can I play America on RFC BTS?

You should update your BTS to 3.19 (sounds like you have done this).
Then you should update your RFC to 1.186 (this is not the version that comes with BTS 3.19). To do this, download the compressed file which can be accessed via this website. Then delete your 'Rhye's and Fall of Civilization' folder from within the BTS/Mods/ folder. Then unpack the compressed file to this sample BTS/Mods/ folder location. (Anything other than this and you won't get a clean update of RFC).
The updated version of RFC will contain 2 additional scenarios called 3000BC Unlocked and 600AD Unlocked. You can play America in either of these.
