How can you estimate spy success?

Sorry cannot search this board...Is there some way to determine if a spy placement is going to work? I have tried to determine relavent factors but it seems random. How about detect spy? It seems that my spy is always caught when looking for foriegn spy. Are the chances of success determined by the advancement of the opposition? (this is a big jump for me from Alpha to CIvIII & PTW) thanx

Chances are determined by your government, among other things. Communist spies are Veteran, all other spies are Regular.

but even that government thing is not very reliable, the whole spy thing seems to be very very random.
