You actually can't win it if you play as Canada. I know, I tried. But you can get it if you put Canada as an AI civ. Any emergency they participate will win the achievement, even an aid emergency (which is how I got it).

Obviously some bug that has reversed the switch on player/AI controlled Canada. I won an emergency in my Canada game, no achievement. Just finished my Ottoman game in which Canada came in second on providing me emergency funds and achievement gained. I thanked Sir Wilfred by taking Ottawa and winning.
A bunch of achievements seem to trigger incorrectly.
I received the Surprise Attack achievement just for using a mountain tunnel (rather than for attacking a through it), and the Airing Your Grievances when diplomatic victory points were taken from me, instead of when I took them from another player.

The real estate disclosures required bug also seems to be triggered by other civs fulfilling the conditions.
