You have to be the resident (like the secretary-general of the UN), and after a certain amount of time, it'll pop up (like the UN.)

) and I am yet to get a pop up. Thanks for the help.

the AP popups are random, unlike the UN, which pops up every 4(?) turns

You have to be elected it's leader, and then just wait on it to pop up and give you some options to put up for vote. Once it pops up, you just choose one, then after several turns the results of the vote will pop up and show you if it passed and how every one voted.
AP vote intervals aren't random. Generally the interval is twice as long as the UN's interval, so usually around 10 turns.
However, unlike the UN there's the chance that you can be the only AP member (since its based on religion instead of just every civ), or that none of the possible votes are applicable (again based on religion percentages). If either of these are true, then naturally there's nothing possible to vote on, so it skips that interval.
