The game gradually increases the amount of strategic resources offered per node. It also seems to change unit upkeep, as the turns go by.

Where in the game files would controls for these be found?

I don't know what you mean by increasing amounts of strategic resources, I haven't noticed anything like this in the game.

As for the unit upkeep, the (quite complicated) formula is here (I don't think it has changed after that post). The parameters are in the Defines table:

    INITIAL_GOLD_PER_UNIT_TIMES_100
    UNIT_MAINTENANCE_GAME_MULTIPLIER
    UNIT_MAINTENANCE_GAME_EXPONENT_DIVISOR

(Btw I don't like such obscured game mechanics, so I removed the standard maintenance altogether from my [still unreleased] mod by setting the first two parameters to zero, and the last one to a very big number. I'm using the ExtraMaintenanceCost column in the Units table instead to set a fixed cost for every unit, and I modified the Civilopedia to show it.)
