how do i get mods to work

i know how to download and everything but my comp wont let me unzip them when usually after download that option comes up can someone please help

Zip files should be opened with WinZip or WinRAR. If the mod itself is a bic file, try putting it in your Scenarios folder and loading as a scenario from the Civ3 main menu.
