How do I liberate colonies?

I'm given the option to liberate cities to civs that i've conquered them from, and I'm even given the option to liberate a city to a civ that i didn't conquer! But I don't really see options for liberating a colony to an entirely new civ. I've been playing standard maps with the default number of leaders, so I know i'm not hitting the max of 18 civs. Is there a way to liberate a colony into a new civ (my vassal) without the AI deciding when and asking? If so, how do I do it?

your future colony has to be on a different continent and have at least 2 cities

then you can liberate them in the city screen (F1)

Yeah, check mark on both requirements . Is it pretty obvious once in the F1 city screen? (I'm at work, can't really check on this right now) or is there something i have to look for, specifically?
