How do I make a 22 civ dll for vanilla?

does anyone know of a dll for vanilla for more than 18 civs? i can't seem to find one, and i've been through the whole mod components section. question #2, if i wanted to incorporate the extra civs element into another mod's dll, how would i go about that and how hard would it be?

1 - download Civ4 SDK, modifiy MAXPLAYERS in Globals.h and Compile it .
2 - you mean XML element? Then you need to read the C++ Howto postings
