How do I make a completely new Civ V model?

I am wondering what programs I need to make a completely new model and what programs I need to add the textures to the model. Any help would be great.

Blender 2.79
Nexus Buddy 2
Blender Scripts
Image Editor that can save to DDS format e.g. Gimp 2.0, Paint.NET, Photoshop.
