How do I mod a dll for 24 civs for vanilla?

does anyone know of a dll for vanilla for more than 18 civs? i can't seem to find one, and i've been through the whole mod components section. question #2, if i wanted to incorporate the extra civs element into another mod's dll, how would i go about that and how hard would it be?

The ability wasn't added till Warlords. You can't extend the civ numbers in vanilla.
