How do I mod the conditions for 3rd city radius?

Hi

I'm finding that it takes WAY too long to reach Influential level of culture, and that the border culture growth with Realistic Culture Spread is just right.

How do I remove the Influential level limitation and allow the city to work it's 3rd radius right from the start? (inside cultural borders of course...)
