How do I set the starting game year for a scenerio

I'm trying to create a scenario and am unable to set the starting game year. Does any one know how?

There is no way to change the start year or turn increments. But we can still scream for it in PTW.

Firaxis said in the chat they had with Appolyton that they might try to make it possible with PTW.

You can't.

Look, you're right. But if you are attempting "an historical scenario" you will have to first deal with the Culture Flipping/razing issue, which will make a mockery of certain "historical" scenarios, such as In World War Two.

But good luck with your efforts. Hope Firaxis finally deigns to give us the ability to set a date, control time intervals, and a switch to turn off CF.
