How Do I Spliced Genes?

Could some one please help with the question posed in the title? I've researched the requisite tech but can't find a way to "offer gene splicing."

It might be nice to a stickied "Newbie Questions Thread," to help out inexperienced players.

I think I misinformed you. It should be the Concordat Council that offers Affinity Gene traitments. The Concordat Council is in Planetfall what the Apostolic Palace is in BtS.
