how do u make new tradeable resources?

If u don't already know, im making the scenaro "1861: a world in turmoil". And, i need cotton, lol. I've been told its possible, but i have NO idea how to do it. I need step by step instructions fro mthe beggining to end. Thanks.

in the editor go to resources add "cotton" make it either luxury or strategic. make sure you go to terrain tab and add which terrains can have it. get cotton resource from c3c resources.pcx.
