How do you attack Independents?

So far I love the mod, but I am having trouble with the Independant states, as do not appear in the... "civilization list", if you will. There is in fact, one particular Independant in my way, that I know I can capture really easy(1 Axeman against 3 Knights) but I can't figure out how to attack him.

I have tried using the Military Advisor, only to my dismay find out there is no "Declare War" option in the advisor panel. I tried to move my army directly into the Independant's borders, but each time I try my units stop just short of entering the territory. I had never actually tried this before, but from my understanding the units are supposed to move in and a pop-up box will appear saying "Does this mean WAR?!?", but I see no such window - my army absolutely refuses to move into the Independant's borders.

I am not sure why, but this happens when I do this with any civ to any civ. Even on Vanilla. So it can't be some sort of "Cannot declare war" thing. I checked in Gameplay Options, but I saw no "attak when entering rival borders" option of any sort.
 
Use the number pad instead of the mouse.
 
It'd be nice to be able to declare against them somehow. I've had a few cases where I couldn't move into their borders and the city had high cultural defense from recent collapse. The only choice is to sacrifice a unit to declare war so you can bombard. :(
 
Would it be possible to create a leader head screen for them that only allows you to DW?
 
Its anoying for me because I have no numpad on my laptop. I just have to let the other folks take the independent cities.
 
Select your units, move them to the border and the make right click on the enemy territory, then pops up a question if you want to declare war on them or not.

Thats how it worked for me. ;)

yeah, moving units to border and THEN ordering them to invade declares war too - at least for 2 of us :)
