How do you create a refined mana node if you're not Mechanos?

Occasionally I run into other civs who've apparently created refined mana nodes. I can't see how to do this. I realize you need the Machinery tech. But if you don't have technopriests, how do you do it?

Otherwise, is it possible that the other civ captured Mechanos territory that contained the Refined Mana node?

I've seen them in games in which Mechanos isn't playing.

How would that happen? Don't they have to volunteer? How would you find one?

Looks like I may have to dive into the code. I've never done that. I'm scared.

In the svn version, mercenaries are selected randomly from a pool of allowed units. You can find the roster of potential mercenaries in one of the buttons in the top left of the screen. I haven't checked if the techpriests are currently allowed or not.

Edit : Having checked, it's possible but rare to have a techpriest as Mercenary currently
