I have played several games and had numerous elite units win battles, but I have never gotten a leader. So, I have not been able to build an army, rush a wonder, or build the military academy or pentagon. What do I do to get a leader? Thanks.

Fight a lot. Leaders are rare. Use your elite units for sure-thing victories, not for regular combat. If an enemy cavalry retreats with 1 hit left, send an elite after it, that sort of thing. Use them to finish off cripples other units soften up, not as front-line troops.
This will not only help keep your elite units alive, it will ensure more victories, and thus more chances to produce a leader.

I've had a some luck
a.) attacking cities and
b.) attacking a unit when my elite unit is slightly damaged.

GL's show up enough times.

Yes, attack weak units with even slightly damaged elites.

My problem with GL's is that they are far too weak in effecting combat. Napoleon, Hannibal, Alexander, et al, did a whole lot more than organize an "army". A LOT more.

Leaders should also increase the combat percentage for units in an Army, or at least give them an extra hit point each.

My experience is: the possibility of generating a GL greatly increased when elite unit kills enemy with only 1 HP left. I.e. more dangeraous, more GLs. It seems that all my GLs comes that way.

I tend to agree with Eastman. I notice my elite units create leaders more often when on the defensive against a huge stack of computer units, and the elite is down to it's last hit. Unfortunately, they often don't survive the whole stack.
